Barry Troutman 

Barry Troutman joined The Schiff Group after more than 36 years at HUD working with many Public Housing programs. Since 1987, he has worked with the Housing Choice Voucher and Section 8 Moderate Rehabilitation programs. In his position, he has provided training to PHAs in Georgia and throughout the United States. Mr. Troutman edited a Section 8 newsletter, Highlights from HUD, that was distributed to PHAs in several states. He has been selected by HUD headquarters to serve on numerous special projects and task forces for the HCV program. Mr. Troutman is one of the leading national experts in the Housing Choice Voucher program and voucher utilization.
